国库视角下推进预算绩效管理的思考

全面实施预算绩效管理，提升国家治理能力，是党的十九大作出的重大决策部 署。人民银行国库部门是预算执行、监督等环节中不可或缺的一部分，对提高财政资源配置效 率、建立现代化财政体系具有重要意义。本文通过梳理预算绩效管理的总体情况和发展进程， 全面分析我国国库参与政府预算绩效管理存在的问题，提出国库视角下推进预算绩效管理的相 关建议。

The Thought on How to Improve Budget Performance Management From the Perspective of Treasury

Full implementation of budget performance management and improvement of national governance capabilities are major decisions made by the 19th National Congress of the Communist Party of China. The treasury department of the People''s Bank of China is an indispensable part of budget execution and supervision. It is of great significance to improve the efficiency of financial resource allocation and establish a modern financial system.This paper combs the overall situation and development process of budget performance management,analyzes the problems existing in China''s national treasury participation in government budget performance management, proposes relevant suggestions for promoting budget performance management from the perspective of treasury.
