| 摘 要： | 对南充市工业原料林建设投融资现状及模式进行了分析,针对存在投融资总量不足、平台缺失、政策制约、保险政策缺失等问题,提出了用活新增林业项目资金,争取本级财政投入;积极吸引外资投入,全面落实林业发展各项优惠政策;培育机构投资者,发展原料林建设投资基金;发展债券市场,创新林业债券融资方式;建立政策性林业保险保障体系等对策措施。

| Abstract: | The paper analyzed the current situation of investment and financing of industrial raw material forest in Nanchong .Then pointed out the existing problems ,such as the quantity of investment and financing is not enough ,lacking of platform, restricting of policy, insurance policy hiatus and so on. Put forward some countermeasures, as using the newly added forestry fund effectively, fighting for local financial support, attracting forei~,n investment actively, carrying out various preferential policies on forestry development, cultivating organization investors, developing investment fund on raw material forest, developing the bond market ,innovating forestry bonds financing ways, establishing the forestry insurance system. |
