海南省乡村旅游资源可持续发展评价指标体系构建

目的]通过构建海南省乡村旅游资源可持续评价指标体系,提供一种乡村旅游资源可持续发展有效评价和量化的方法。方法]文章以海南乡村旅游可持续发展为总目标,在参阅相关文献和听取专家意见的基础上,结合海南旅游自身特点,运用层次分析法,构建了由海南乡村旅游资源系统、环境系统、经济系统、管理服务系统等4个维度、39个具体变量组成的指标体系框架,并对指标体系进行权重分配。结果]系统层四大系统权重大小分别为:乡村旅游资源系统乡村旅游管理服务系统乡村旅游环境系统乡村旅游经济系统;要素层权重分别为:乡村资源质量乡村生态环境乡村旅游经济效益;指标层权重分别为乡村环境质量指数乡村旅游收入乡村旅游资源的历史文化价值=传统文化保护投入乡村(门票)收入比例=乡村综合管理水平乡村旅游地设施=乡村旅游投入比例乡村旅游机构与制度完善程度。结论]从总体来看,海南乡村旅游资源可持续发展指标体系分为系统层、要素层、指标层,其中系统层乡村旅游资源系统和乡村旅游管理服务系统所占比重较大,说明海南乡村具有较高的资源禀赋,也证明了乡村旅游管理服务在旅游发展中的重要性;指标层每一项具体指标所占的比重各不相同,权重大小不一,总体相差不是很大。

ANALYSIS OF SUSTAINABLE DEVELOPMENT OF RURAL TOURISM RESOURCES SYSTEM IN HAINAN

Development of rural tourism can help improve farmers′ income and enhance new rural construction, which has become a new model of poverty alleviation.By constructing a sustainable evaluation index system for rural tourism resources in Hainan province, this paper provided a method to evaluate and quantify the sustainable development of rural tourism resources.Based on the related literature and opinions of experts, combined with the analytic hierarchy process, it constructed index system structure from four dimensions and 39 specific variables, i.e., rural tourism resource system, environment system, economic system, and management service system, and then allocated the index system of weights.The results showed that the system layer weights were: the rural tourism resources system ＞ management service system＞environment system ＞ economy system.The weights of the element layer were: rural resource quality ＞ rural ecological environment ＞ rural tourism economic benefits.Layer weights were rural environment quality index ＞ rural tourism income ＞ historical and cultural value of traditional culture protection ＞ rural comprehensive management level ＞ rural tourism investment proportion ＞ rural tourism agencies and system perfection degree.It concluded that rural tourism resource system and service management system accounted for a larger proportion of rural tourism, which indicated Hainan had high rural resources endowment, and important rural tourism management services.
