| 摘 要： | 由于农业发展尚未脱离传统模式的束缚，工业经济发展水平总体上仍然较低且以资源初加工为主，加上人口增长及历史原因，使宁夏原本就比较脆弱的生态环境压力进一步加大。因此，如何实现经济发展与环境保护的“双赢”已成为一个重大的战略问题。

| Abstract: | Because the agricultural development has not break the fettering of traditional model, the industrial level of economic development still quite low and mainly belongs to early process. Further more the population growth and historical reason make the heavy burden of the weak ecological environment. How to develop the economy with proper environmental protection has becomes the crucial problem. |
