深化分配制度改革几个问题的探讨

2013年2月和11月中央提出了深化收入分配制度改革的指导性意见。但在许多方面还有待进一步深化、细化、量化。文章就此提出建议:对缩小行业收入差距和控制国有企业高管人员薪酬水平要有数量规定和时间表;中央企业国有资本收益上交比例要大幅度提高;对无偿占有和利用公共资源而获得的过高收入要通过资源税加以调节;对工资外收入和公款消费的各个方面要建立健全一整套严密的财务制度;全面加强对领导干部的收入管理和检查监督;完善机关和国有企事业单位的财务管理制度。

On the Issues of Further Reforms of the Distribution System

In February and November, 2013, the Central Committee of CPC put forward guiding principles of deepening the reform of income distribution system, therefore many aspects of the principles need to be refined and quantified. This paper puts forward the following suggestions： a timetable and a quantitative standard should be set of narrowing the income gap between the industries, and they are also set to limiting the incomes of executives of state-owned enterprises; the percentage of capital gains, collected to the State Treasury, of the central government-owned enterprises should be greatly increased; excessively high incomes from free possession and use of public resources should be regulated by the resources taxation; a set of strict financial system should be established concerning extra-wage incomes and consumption with public funds; officials＇ incomes should be strictly and comprehensively inspected and supervised; and the financial management system of the state-owned enterprises and government instituticns should be improved.
