实施创新驱动战略提升产业竞争力研究——以南通为例

产业竞争力是反映区域经济可持续发展能力的重要指标之一。新经济时代,随着市场竞争加剧,资源与环境的刚性约束加强,仅依靠要素驱动,提升产业竞争力已不可持续,而创新驱动将成为提升产业竞争力的有效途径。以南通市为例,阐述实施创新驱动战略对提升产业竞争力的意义;在分析南通市产业竞争力总体现状的基础,应用产业竞争力的"钻石模型"理论,研究创新驱动战略推动南通产业竞争力提升的主要障碍,提出包括大力整合与优化要素资源,实现要素资源向创新资源转变;充分利用国内、国外两个市场,推动产业创新与产业升级;以重点项目技术攻关为突破口,提升自主创新能力和产业能级;积极培育创新型企业,打造知名品牌;加强政府科学规划与引导,完善体制、机制保障,营造良好产业发展环境等对策。

The Research of Industry Competitiveness Promotion Driven by Implementing Innovation Strategy --Taking Nantong City for Example

Industry competitiveness is one of the important indicators of sustainable development ability in regional economy. In new economy era, promotion of the industry competitiveness is unsustainable only relying on the production elements input as the market competition tends to be fierce while the resources and environment tends to be restrained .however the innovation will be alternative to promote the competitiveness of the industry. Taking the Nantong city for example, the paper basically analysis the significance of innovation-driven strategy promoting the competitiveness of the industry. On the basis of investigating overall situation of industrial competitiveness in Nantong city, the paper analysis the main obstacles of innovation-driven promoting the industrial competitiveness by application of the ＂diamond model＂ theory , finally put forward the countermeasures which include transferring the production elements to the innovation resources by integration and optimization, promoting industry innovation and upgrading rely on both the domestic and foreign markets, elevating the ability of independent innovation by implementing technology research of the important project ,cultivating innovative enterprise and famous brand so as to strengthen the market competitiveness, optimizing the industry planning and guidance, innovating the managerial system and mechanism in order to create a good environment for industry development.
