我国区域合作中的政府间协议浅析——以上海为例

我国地域辽阔，环境复杂多样，地区间经济发展水平差异显著。因此，加强区域合作，统筹区域发展成为必然。目前，政府间合作协议是我国最高级别的跨区域合作的制度安排。上海作为我国经济最发达的城市，已先后与中西部多个省区签订了政府合作协议。政府间合作协议作为促进上海自身发展和推动上海服务长三角、服务长江流域、服务全国的重要途径和抓手，成效显著。从目前上海与6个省区的政府合作协议分析来看，存在合作范围狭窄、制度化程度低，协议内容比较抽象、缺乏责任追究机制等问题。今后尚需从完善制度环境、扩大合作范围、制定合作细节、完善协调和约束机制等方面不断加以完善。

On the Intergovernmental Agreements of Regional Cooperation A Case Study of Shanghai

The economic development is terribly unbalanced in different regions of China. So it is necessary for tdhma to strengthen regxonal coop- eration and realize a harmonized, balanced development of regional economy. Currently, intergovemmental agreement is the highest level institu- tional arrangement of inter-regional cooperation. Analyzing the intergovernmental agreements signed by Shanghai and other six provinces, we can find some problems such as the narrow scope of cooperation, the low level of institutionalization, more abstract content, and the lack of account- ability mechanisms. So we need to improve the institutional environment, expand the scope of cooperation, make more specific cooperation content, perfect coordination and restraint mechanism, etc.
