中日经贸架构下的ODA解读

围绕ODA这一不失为一种善举的日本对华政府援助，近期不断传出与其初衷相悖的声音。日方目前已把ODA传递中日友好的经济行为赋予其深重的负面影响中日关系的政治、外交法码的性质。肯定ODA对中国社会经济发展做出过一定贡献，同时须正视ODA91％以上的有偿性以及由于日元升值所导致中国的损失。目前ODA的去存已远远超出其问题本身，涉及中日间的资源、领土及政治等两国关系的实质问题。中方需要政治智慧并确立相应科学的对策。

Understanding the ODA under the Sino-Japan Economic and Trade Framework

Recent concerns about the ODA provided by the Japanese government to China lead to remarks against the original intention. ODA, as a benevolent deed to promote Sino-Japan relationship, now is used by the Japanese government as a bargaining means to influence the political and diplomatic relationship. The paper holds that the contribution of ODA to China should be confirmed on one hand, and the fact that 91% of the ODA has been compensated and China has suffered great losses due to the appreciation of the Japanese yuan should be highly valued on the other hand. It suggests that the Chinese government should exercise political wisdom and set up strategies to deal with the problem in terms of the latest changes of ODA provided by the Japanese government.
