中国农村财政救济服务供给效率测度——基于四阶段DEA和Mulmquist指数模型的实证研究

本文在经典DEA模型基础上,结合四阶段DEA模型和Mulmquist指数的非参数分析方法,利用2007和2008年省际数据测度了中国农村救济服务供给效率,结果表明:在我国新农村建设中,农村救济公共资源配置效率非完全有效,省份和地区之间都存在较大的供给效率差异。因此,农村救济服务的供给方式需要统筹管理,均衡实现多目标下的资源配置问题;同时必须缩减低效配置的资源,增加高效支出,优化支出结构,提高农村救济服务资源支出的使用效率。

The Efficiency of the Rural Social Assistance Expenditure in China——Based on the analysis of Four-stage DEA and Malmquist Index Model

This paper analyzes the efficiency of the rural social assistance expenditure in China based on the classic DEA model, the four-stage DEA model and Malmquist index model,using Chinese provincial data from 2007-2008.The result shows:the public resources allocated in the rural social assistance are not used efficiently and the efficiency score are very different from each other in the past several years. At last the paper gives some brief policy suggestions.
