中国出口信用保险制度变迁研究

中国至今没有明确立法中国信用保险不同于商业保险的特殊地位、并缺乏充足的出口信用保险基金。在中国的出口信用保险专门立法中,中国出口信用保险公司应定位于直属国务院领导的以国家信用为基础,支持产品出口和海外投资、防范收汇风险的法定政策性保险公司,政府应通过贷款、设立赔款准备金、财政预算安排等方式对出口信用保险进行资金支持。

Discussion of the Evolution of China's Export Credit Insurance System and Reform and Development

Export credit insurance is an important component in the design of the government policy insurance system.To date,China has not passed legislation clearly differentiating the special position of credit insurance from regular commercial insurance and lacks an adequate export credit insurance fund.In terms of Chinese organs dedicated to supplying export credit insurance,China's export credit insurance companies should be legally designated policy insurance companies under the direct leadership of the State Council that support commodity exports and overseas investment and prevent the risk involved in collection of funds based on government credit.The government should provide fund support for export credit insurance through lending,the establishment of reserve funds for compensation and budgetary appropriation.
