三维视角下R & D人员投入—科技产出复合系统协同度实证研究

摘    要:基于协同理论,从地域、部门、类型3个维度构建了R&D人员投入-科技产出复合系统。通过对各维度内子系统有序度和复合系统协同度测量得出:①R&D人员投入-科技产出复合系统内各子系统间虽然是有序的,但整体上是非协同发展的;②类型视角下R&D人员投入有序度最低,基础研究薄弱成为瓶颈;③R&D人员投入和科技产出子系统的有序度高低呈现出交叉发展趋势,体现出投入与产出之间的滞后性和时序性。最后,以协同理论3大基本原理为支撑,提出供给侧改革背景下我国R&D人员投入-科技产出协同发展的相关政策建议。

Empirical Research on Synergetic Degree of R&D Personnel Input Technology Output Composite System under Three Multidimensional Perspective
Abstract:Based on the synergetic theory,this paper constructed the R&D personnel input technology output composite system from three dimensional:region,department and type.Through the measurement of order and synergetic degree with each dimension of the subsystem and composite system,results shows:each dimension of the R&D personnel input technology output composite subsystem is orderly,but the whole system is not synergetic.The order degree of R&D personnel input is the lowest under the type perspective,the weakness of basic research becomes bottleneck factor.The degree of order of R&D personnel input technology output present a trend of cross development,it shows the hysteresis and scheduling nature of input and output.Finally,supported by the three basic principles of synergetic theory,this paper puts forward some suggestions about the coordinate development of R&D personnel input technology output in the context of supply side reform.〖JP〗
