国有地勘单位的属性、定位与改革

国有地勘单位的属性、定位与改革在理论界一直存在着较大的争议,属性不清、定位模糊、政事不分、事企不分等问题是国有地勘单位长期存在的改革难题。从市场主体特征的角度分析国有地勘单位的属性可知,国有地勘单位全面转企的前提条件并不存在。应从组建目的、活动特征及与政府的关系等方面对国有地勘单位进行体制定位和功能定位,从分类、分离与重组等方面对国有地勘单位进行改革。

The Attribute, Orientation and Reform of State -Owned Geological and Prospecting Units

There are different opinions about the attribute, orientation and reform of state-owned geological and prospecting units in the theory circles of China. In the reform of state-owned geological and prospecting units exist some problems for a long time, such as their attribute and orientation are not clear; their administration and business affairs, ownership and managerial authority have not been separated etc. The paper analyzes the attribute of state-owned geological and prospecting units on the basis of market subject characteristic and points out that there are not prerequisite transform all of state-owned geological and prospecting units into the real enterprises. We should reform and reconstruct state-owned geological and prospecting units on the basis of their business orientation and their characteristics and the relationship with government etc.
