| Abstract: | The article expounds some problems appearing in a self-tender document in the process of purchasing tenders that the persons inviting tenders don't meet with the law or follow a chapter.And for the bad activities,they just overlook with ineffective supervision.Moreover,the author makes some improving suggestions through amalyzing and pondering according to the specific problems. |
