| 摘 要： | 我国现行村镇规划管理存在的"城强村弱"、城乡分割"等特征,成为城镇化和新农村建设的体制羁绊。应以城乡统筹为导向,按照城乡一体化发展要求重塑制度,最终形成政府系统内上下联动,各职能部门协调配合、社会参与、规划人才和资金保障有力,高效运作的村镇规划管理新体制。

| Abstract: | It turns to be the system fetters to the urbanization and the new rural construction that is characteristics of strong city but weak village,and urban and rural segmentation reflected in the present town and village planning management.It is necessary to reconstruct,under the principle of urban and rural integration,the related rules and regulations in accordance with the requirements of urban and rural overall development for the realization of a new and effective town and village planning management system suitable to the joint action within government departments,the coordinate and cooperation between functional departments,the social participation,and the special personnels and financial support. |
