摘    要:研究目的:总结分析中国建设用地节约集约利用评价的技术体系和关键问题。研究方法:综合分析法,文献资料法。研究结论:(1)建设用地节约集约利用是指通过降低建设用地消耗、增加对土地的投入,不断提高土地利用效率和经济效益的一种开发经营模式,主要属于经济领域讨论的问题;(2)中国建设用地节约集约利用评价技术体系包括区域建设用地节约集约利用评价、城市建设用地集约利用评价和潜力测算三大部分;(3)区域建设用地节约集约利用评价和城市建设用地集约利用评价都涉及定性分析和定量评价的工作,定量评价方法是以多因素综合评价法为主,指标体系设置将因评价目的、对象不同而存在差异,其间用地的承载功能不可忽视。

Abstract:This paper is intended to make an analysis and a conclusion about technical system and key problems of construction land saving and intensive use(SIU) evaluation. Methods of integrated analysis and documentation were employed. The research presents the following conclusions:(1)the SIU of construction land is such a practice that the construction land shall be developed and managed to raise its use efficiency and economic benefits by means of decreasing construction land consumption and increasing investment. Therefore, the SIU concept of construction land use mainly belongs to economic realm;(2)the SIU technical system of construction land evaluation in China involves the following three parts: regional construction land SIU evaluation, urban construction land SIU evaluation, and potential assessment;(3)the first two parts above both involve qualitative and quantitative analysis. Quantitative evaluation shall be carried out with a comprehensive evaluation by considering multiple factors, while the indicator system will be different according to their evaluation purposes and objects. Meanwhile the land bearing function should not be ignored.
