行政垄断行业的判定及改革

涉及市场竞争失灵、国民经济命脉、国家安全等因素的行业,国家通过行政性进入壁垒维护垄断者的垄断地位,这些行业就是所谓的行政垄断行业。行政垄断对国有化比重、行业集中度、垄断行为、产业利润率及价格规制等5个指标产生影响,以这5个指标为基础,综合运用二维分析法、综合加权排序法和主成分分析法,进行行政垄断行业的判定工作。根据判定结果,强势行政垄断行业就有9个。行政垄断行业在国民经济总量中占据着相当重要的地位,正因为如此,其改革才困难重重;在中央政府决心改革前提下,引入市场竞争和提高规制效率是改革的两条基本思路。
