| 摘 要： | 为了更好把握我国创新能力的现状及其与发达国家的主要差距,本文构建了一套全面、客观、简洁的国家创新能力测度指标体系,对中国的自主创新能力进行了有效分析。主要参考来自中国统计数据库和SourceOECD的数据,将1991—2007年中国的创新能力发展情况与日、美以及全体OECD成员国进行了比较分析,并据此构建了拟合方程,对中、美、日三国的未来创新能力进行了科学预测与比较分析。研究发现,中国的创新投入已稳步提升,但创新过程中管理薄弱,从而导致创新效率不高,因此应进一步加大对创新过程管理能力的重视程度。

| Abstract: | Aiming to know more about the situation of China's innovation capacity,this paper constructs a set of indicators to measure the NIC of China from 1991 to 2007,and compares it with that of Japan,the United States and all OECD member countries.After predicting the NIC by the fitted regression equation,it compares the NIC of China with Japan,United States in the future.And it finds that China indeed has a nice investment in innovation;however,due to the low efficency of innovation management,it doesn't have a ... |
