| 摘 要： | 虽然国家法律法规对政府投资项目的招标投标活动进行了严格的规定,但实际招标投标过程中仍有大量的违规行为发生。其中,评标是招标过程中的一个重要环节,评标专家如果在评标中违轨,可能直接改变招标的结果,并且违轨方式具有隐蔽性。于是对政府投资项目招标投标的日常管理和监督提出了更高的要求。本文首次引入决策熵理论,对评标委员评标结果的可靠性进行考察,以监督评标委员的评标行为。

| Abstract: | During the procurement of fiscal investment projects,renderers and employers often break the law. Bidding evaluation is an important phase of procurement and the unlawful actions which are always covert of bidding evaluation experts will change the result of procurement. So normal management and supervision of procurement of fiscal investment projects must be reinforced .In the paper, the theory of decision entropy is introduced to inspect whether the evaluation experts break the law. |
