| Abstract: | Environment is the main factor which influences the flow of the talents.The environment of starting an undertaking,the environment of work,the environment of scientific research,and the environment of living exert influences on it by various degrees.The improvement of talents' environment is helpful for stabling and attracting excellent talents and promote the competitive capacities of both the state and the enterprises. |
