农村集体土地市场化运作研究

摘    要:为了切实维护农民利益、实现土地资源最优化配置、完善农村集体土地产权制度,必须实行农村集体土地的市场化运作。运作的主要模式有:加快土地承包权物权化,促进土地规模经营和转移农村人口;探索农村宅基地市场运作规则,建立农民财富积累机制;盘活农村非农建设基地,建立农村集体非农建设用地与国有土地同等进入市场交换的新机制。

Abstract:In order to practically safeguard the peasants' interests, complete the most optimal allocation of the land resources and perfect the property rights system of the rural collective land, we must carry out the marketization operation of the rural collective land. The main modes of the operation include: quickening the change of land contract right into property right and promoting the scale management of land and the rural population migration, exploring the operative rules of the rural house-base market and establishing the mechanism of peasant's wealth accumulation, as well as revitalizing the non-rural construction base in the rural area and establishing a new mechanism that the collective non-rural construction land in the rural area and state-owned land can enter into the marker and exchange on the equal footing.
