| 摘 要： | 传统意义上的土地承载力评价主要围绕耕地—食物—人口而展开,已不能有效反映现代城市发展与区域土地资源之间的关系。战略环境评价要对土地资源承载力进行评价,其根本目标在于促进土地资源的可持续利用,使生态和环境因素能充分融入城市的发展决策过程。回顾了我国战略环境评价实践中土地承载力评价的重心演变和存在不足,并以天津滨海新区战略环境评价研究为例,从一种全新的角度探索了土地承载力的评价思路,提出了生态导向的城市发展土地资源承载力评价方法,丰富了我国资源承载力评价的内涵。
