西北地区土壤污染治理与制度完善

随着工业化和城市化的推进,西北地区土壤污染问题日益突出。造成土壤污染的原因除了工业发展、采矿、污水灌溉以及滥施化肥、农药等造成污染之外,更与缺乏专门防治土壤污染的法律法规有关。西北地区整体生态环境比较脆弱,土壤环境多样,保护西北地区的土壤环境,防治土壤污染,应当加强土壤污染防治的专门立法,健全管理体制,明确政府、企业和个人的环境责任,严格执行环境标准和生产标准,切实改良土壤环境。

The reasons caused soil pollution not only including industrial development, mining, irrigation, fertilizer use and pesticide pollution, but also due to lacking of specific laws and regulations related to soil pollution.
