Abstract: | The paper discusses a model for the integrated development of the district adjacent to the site on which Tomsk’s leading universities are compactly situated. A planning analysis of the problems in the territorial development of both the city and the oblast has shown that the planning tasks of settlement and the oblast’s transport infrastructure development can be concomitantly solved in the straight direction of Kemerovo. Moreover, we also considered the possibility of organizing the district’s development project within a business-state partnership with the support of the Investment Fund of the Russian Federation. Estimates of the project’s efficiency are presented in the paper. |
