西藏坚持“屯兵与安民并举、固边与兴边并重”若干思考

历代以来,强疆固边乃国大事。因此,十分重视边境地区的开发与建设。西藏边境地区作为我国对外的前沿,是确保国家安全和生态安全的重要屏障,对于经济发展、边疆稳定、民族团结、周边安宁具有十分重要的意义。但因受自然、地理、历史等因素的制约,西藏边境地区有着特殊的区位情况,是人口较少民族聚居区、重度连片贫困区、边境纠纷及反蚕食反分裂斗争前沿地带。特殊的现状决定在新时代背景下,需要从"总体国家安全观"和治边稳藏重要论述的高度,来统筹谋划西藏边境地区的发展。坚持屯兵与安民并举、固边与兴边并重,弘扬"老西藏精神"与爱国守边精神,推进军民融合深度发展,制定特殊的扶持政策,开创边境地区经济发展、民族团结、边疆稳固的新局面。

Several Thoughts On Adherence to the Principle of "Developing Both Troops and People,Strengthening and Rejuvenating the Border" In Tibet

Since the past dynasties,it has been a national event to strengthen the border.Therefore,we attach great importance to the development and construction of border areas.As the frontier of China’s foreign affairs,Tibet border area is an important barrier to ensure national security and ecological security,which is of great significance to economic development,border stability,national unity and peripheral peace.However,restricted by natural,geographical,historical and other factors,Tibet’s border area has a special geographical situation,which is a frontier area for ethnic minorities with small population,severe poverty-stricken areas,border disputes and anti encroachment and anti secession struggle.Under the background of the new era,it is decided by the special current situation that we need to plan the development of Tibefs border areas as a whole from the height of the"A holistic view of national security"and the important discussion on the governance of border areas and stability of Tibet.We should adhere to the principle of both garrisoning troops and settling down the people,strengthening and rejuvenating the border,carry forward the spirit of"Old Tibet spirit"and patriotism,promote the in-depth development of military civilian integration,formulate special support policies,and create a new situation of economic development,national unity and border stability in the border areas.
