WTO规则下的中美数字贸易立场研究

随着互联网的发展,数字贸易逐渐显示出其重要性,已经成为国际贸易监管中的关键一环,数字贸易问题也成为世贸组织第11次部长级会议讨论的主要问题之一。在数字贸易领域,中美两国的态度存在诸多区别,体现在两国对内对外政策的制定当中。美国的做法倾向于更多地关注数字贸易的"数字"性质,而中国的做法倾向于从传统的"贸易"角度来解决这个问题。

Sino-US Digital Trade Negotiation Stances under WTO Rules

With the development of the Internet,digital trade or e-commerce is becoming more and more important. This issue has also become one of the main issues discussed at the 11 th Ministerial Conference of the World Trade Organization( WTO). This paper makes a critical study of the positions of the US and China on this issue.The American approach tends to pay more attention to the"digital"nature,while the Chinese approach tends to deal with the problem from the traditional "trade"point of view. This paper analyzes the differences and reasons of the two interpretation methods,and in view of these differences,proposed to promote the substantive development of digital trade.
