地方政府视角下产业政策的减碳效应分析

基于地方政府视角，分析地方低碳产业政策减碳效应的作用机理，考虑经济水平对低碳产业政策减碳效应的影响，建立固定效应模型、面板门槛模型，探究不同经济水平下地方低碳产业政策的减碳效应，并利用系统GMM(广义矩方法)通过了稳健性检验。实证结论表明：经济水平对低碳产业政策减碳效应有着显著的门槛效应，当地方经济水平过低时，低碳产业政策系数显著为正，低碳产业政策不存在减碳效应。基于研究结论，提出低碳产业政策制定实施的建议。

Analysis on the Carbon Reduction Effect of Local Government's Industrial Policies

By analyzing the mechanism of carbon reduction effect of local low-carbon industrial policies, the fixed effect model and panel threshold model are established to explore the carbon reduction effect of local low-carbon industrial policies under different economic levels, and the robustness test is passed by using the system GMM method. The empirical conclusion shows that the economic level has a significant threshold effect on the carbon reduction effect of low-carbon industrial policies. When the local economic level is too low, low-carbon industrial policies have no carbon reduction effect. Based on the research conclusions, suggestions on low-carbon industrial policies are put forward.
