| 摘 要： | 党的十六大提出全面建设小康社会，解决好经济快速稳定增长和控制人口是关键问题之一，人口可持续发展追在眉睫。河南省人口可持续发展的关键是解决好人口数量多、素质低下，人口产业结构变化缓慢，老龄化速度加快等阻碍全面建设小康社会的严重问题。对策是：河南省要控制人口数量，提高人口质量。
