论市政工程造价控制存在的问题及对策

从我国的发展阶段和现行政策层面上来看,新型城镇化建设既是我国当前经济发展的中心内容,又是深化供给侧结构性改革的重要举措。市政工程作为城市基础设施建设的重要组成部分,由于其具有公益性的本质和政府主导投资、投资额度大等特点,使得其工程造价受到特别的关注与重视。本文着重于对市政工程造价控制进行研究,通过分析其项目决策、设计、招投标、实施及竣工验收等各阶段存在的问题及不足,从而提出了相应的改进对策,以期对于提高市政工程的造价控制与管理提供一定的参考意义。

On the Problems and Countermeasures of Municipal Engineering Cost Control

From the perspective of China’s development stage and current policy level, new urbanization construction is not only the central content of China’s current economic development, but also an important measure to deepen the supply-side structural reform. As an important part of urban infrastructure construction, municipal engineering has received special attention due to its public welfare nature and government-led investment and large investment quota. This article focuses on the study of municipal engineering cost control. By analyzing the problems and deficiencies in the various stages of project decision-making, design, bidding, implementation, and completion acceptance,the corresponding improvement countermeasures are proposed to provide a certain reference significance for improving the cost control and management of municipal engineering.
