集体林区林业专业合作社人才培养质量评估研究

摘    要:基于福建省83个林业专业合作社的调查数据,运用层次分析法,构建集体林区林业专业合作社人才培养质量的评估模型,并对其进行分析。结果表明:被调查的83个林业专业合作社的人才培养质量评估的各个维度的评估、总体评估的结果均不理想。因此,提出加强对人才培养的重视,营造良好氛围;精心规划培养内容和方法,提高培养的实效性;充分运用多方资源,系统拟定分类人才培养规划;增加人才培养的投入,完善配套制度安排等建议。

Abstract:(1)Background——Fujian is an important forest area in South China. The construction of forestry cooperatives is of great significance. The train level of talents is directly related to the development of cooperatives. It is of great significance to evaluate the quality of personnel training in forestry cooperatives.(2)Methods——Based on the CIPP model and AHP,the evaluation model about the quality of personnel training in farmers' forestry cooperatives,including background,input,process and result,is constructed. According to the evaluation model,questionnaires are carried out to design. And by using the method of questionnaire,83 forestry cooperatives are investigated in Fujian Province,and on the basis of the investigation,indepth analysis is carried out.(3)Results——Among the 83 farmers' forestry cooperatives investigated,the average value of C8 is 2. 88 times,and the average value of C1 is more than 3 in the other 18 indexes. In terms of the overall evaluation of talent training quality of 83 cooperatives,there are 10 between 0. 2-0. 3,42 between 0. 31-0. 4,30 between0. 41-0. 5,and 1 between 0. 52. And the overall situation is not satisfied,the minimum value is 0. 21 and the maximum value is 0. 52. In addition,cooperatives do not pay enough attention to personnel training,pay more attention to business development,and have not yet fully created a good training atmosphere. The goal of personnel training is not clear enough. Moreover,the level of teachers for personnel training needs to be improved,whether it is internal backbone members. The lecturers invited from outside are not up to the ideal level. The relevant activities are often limited to the participation of some members. The coverage of training needs to be expanded,and the relevant arrangements in the training process need to be improved. Furthermore,the location,methods,logistics and system support,content,time and other aspects of talent training in cooperatives are not ideal. What's more,the overall satisfaction of the training results,the mastery of knowledge and skills,the application of the learned content in practice and the improvement of final cooperative performance are not optimistic.(4)Conclusions and Discussions——The overall level of talent training quality assessment of all cooperatives is not high,and the performance of background,input,process and result are not ideal. In particular,there is still much room for improvement in the aspects of improving the performance of cooperatives,the degree of emphasis,the promotion and application of the knowledge and skills learned,the investment in funds,the specific arrangements,the atmosphere and environment. Therefore,the following suggestions are put forward:The first is to pay more attention to the cultivation of talents and create a favorable atmosphere. The second is to carefully plan training contents and training methods. In terms of content,it should not only include forestry production technology. In the field of methods,it should comprehensively use lectures,online learning and exchange,the traditional teaching,on-site guidance,interactive discussion,case analysis,etc. to comprehensively improve the effectiveness of training. The next one is to make full use of the resources of universities,agricultural radio and television schools, agricultural scientific research institutions, e-commerce companies,training institutions,industry associations and so on to systematically formulate training plans for classified talents. The last one is to do a good job in the overall training of core members and ordinary members. And it's advisable to raise funds in many ways and improve the arrangement of supporting systems.
