| 摘 要： | 长期以来，市场失灵成为人们探询市场经济国家政府监管的理论依据，而现实中很多政府失败的例子给“市场失灵论”无情的打击。“市场失灵论”存在不足，而新制度经济学市场监管理论具有现实科学性和逻辑一致性。
