| 摘 要： | 《管子》反映的我国先秦时期的社会保障思想,虽然没有形成完整、严密的体系,但它所包含的合理因素奠定了我国古代社会保障的基本框架。其中的以民为本、重视社会救济、强调构建农村社会保障体系、强化政府在社会保障工作中的作用等思想,在今天依然可以为我们所借鉴。

| Abstract: | Guanzi reflects the social security thought of our Qin Dynasty.Although it didn't form a complete and close system,its reasonable factors inside it laid a foundation of the basic frame of the ancient social security,in which some thoughts are still used today,such as putting people at the first place,paying attention to the social security,emphasizing the rural social security system,strengthening the function of the social security from the government. |
