浅议工程量清单计价招标方法

随着《建设工程工程量清单计价规范》的颁布实施,采用工程量清单计价更加能满足招标投标竞争定价和经评审合理低价中标的要求。相对于现行招投标计价方式,工程量清单计价能够更准确地反映工程的实际成本,有利于通过公开的竞争形成工程造价,同时工程量清单计价从技术上便于规范招投标入的计价行为,避免“暗箱操作”,增加透明度。由传统的工程招标方式向工程量清单招标法转变,还有很多问题值得关注和探讨,需要解决。

Discussion about the Bidding Method Based on Bill of Quantities

With the implement of the Specification of Quantity Billing in Construction Projects, pricing based on bill of quantities can meet the need of competitive pricing and judged reasonable low price. Opposite in current pricing method of bidding, the pricing method based on Bill of Quantities reflects the cost of the engineering more accurately, benefits formation of project cost by the open competition, in addition, from the technique it specify pricing conduct of bidders, avoids "the camera bellows operation" and increases the clarity. But we notice the change from the traditional engineering valuation to the pricing method based on Bill of Quantities need further study.
