| 摘 要： | 从直接影响和间接影响两方面分析了长江口北支综合整治工程对江苏省南通地区产生的影响,结果表明,长江口北支综合整治工程使南通地区引江能力下降、排涝能力下降、防洪压力加大、地下水咸化加剧、湿地生态功能退化等,进而分析了长江口北支综合整治工程的外部性及其产生的原因,认为外部性的产生源于水资源的公共物品特性以及经济发达地区的集聚力,并提出消解外部性的建议:共建共享,使外部成本内部化。 |

| Abstract: | The influence of the comprehensive regulation project of north branch of Yangtze River on Nantong City of Jiangsu Province was analyzed from the two aspects of direct and indirect benefits. The results show that the comprehensive regulation project results in the decrease of river diversion capacity and flood drainage capacity, the increase of flood control, the intensification of groundwater salinization as well as the degradation of wetland ecological function in the region of Nantong City.
