| 摘 要： | 在中小城市发展过程中需要关注环境问题。根据中小城市大气、水体、固体废物和声环境发展的目标,提出中小城市环境保护规划的对策。在中小城市环境现状分析和规划原则的基础上,指出环境立法保护的特点,以及完善中小城市环境立法的基本思路。

| Abstract: | As the limitations of planning in the environmental protect of medium and small towns,a series of environmental problems occurred during the period of development.Based on environmental development objectives of water,solid waste and sound,environmental protection measures of medium and small towns has been taken.After the characteristics of the environment protection legislation is analyzed,the basic idea of how to improve the environmental legislation is proposed. |
