西部大开发格局中城市化的推进

西部地区城市化的发展必须遵循城市化的一般规律 ,立足于强化城市化发展质量 ,突出城市化发展重点 ,提高城市化发展效率。在城市化模式的抉择上 ,着眼于建立和完善区域城镇体系 ,依据城镇体系的现状特点和发展趋势 ,采取“强头、壮腰、固尾”的发展对策。加快西部地区城市化发展的进程 ,关键在于实行城市化与工业化的协同推进 ,尤其是协调生产力布局与城镇布局的关系 ,将城市与区域的产业发展整合起来 ,在提升产业结构中加快第三产业的发展。这就必须以制度创新为突破口 ,特别是消除农村人口转化为城镇人口的制度性障碍 ,为促进各项要素的合理流动提供制度保障。

To promote urbanization in the frame of Western China Development

Urbanization has its nature per se that emphases both the quantity and quality and its efficiency. So does it in Western China Development. Based on reality of western area of China, the urbanization pattern should be in accordance with the city and town system where it develops with coordinationn with industrialization. The starting point should be on institutional breakthrough to dliminate all obstacles to prevent migrating or shifting of labor forces from countryside to cities and other components essential to industrialization and urbanization.
