| 摘 要： | 中国出境旅游迅速发展的同时,我国公民境外旅游安全事故频发,出现了诸如社会安全事件、自然灾害、公共卫生事件、事故灾难、旅游业务安全事件、旅游者自身行为不当引起的损失等旅游安全问题。事故类型更趋多样,事故负面影响更为深远。出境旅游安全管理工作需要建立预警体系;加强智慧管理、国际合作;建立完善出境旅游法律法规,健全出境保险保障体系;强化公民出境旅游教育等。

| Abstract: | Along with the swift and violent development of China＇s Outbound Tourism,many security issues such as social security,natural disasters,public health events,accident disaster,tourism business security incidents,and the loss caused by tourists＇ improper behavior have appeared.The incidents types are increaseingly diversity and the negative impacts are more profound.Pre-warning system need to establish;international cooperation and intelligence management systems should be strengthen;outbound tourism laws and regulations should be set up,the outbound insurance system should be improved,meanwhile,citizens＇ outbound tourism education should be popularized in order to guarantee outbound tourism security. |
