山东省新型农村合作医疗对卫生服务利用的影响效果评估——基于双重差分的模型方法

本文以双重差分的模型方法为基础,对山东省新农合对农民卫生服务利用的总体影响进行实证分析。从实证分析的结果可以看出,虽然没有显示出统计上的显著性,但新农合的实施对农民四周就诊率、自付费用产生了负向影响,对费用负担产生了正向影响。实证结果说明新农合的实施在一定程度上能够降低农民的医疗费用,但这个效果还不甚明显,并且注重"保大病"的医疗模式对门诊服务的关注度还不够,因此这需要在以后的政策实施中给予完善。

The Impact of the New Rural Cooperative Medical System on Health Service Utilization in Shandong Province -Based on the Difference-in-Difference Model

Using the data of CHNS in Shandong province, and based on the Difference-in-Difference model, the paper makes an empirical analysis of the overall impact of the new rural cooperative medical system on farmers＇ health service. We can see from the empirical analysis that, though not statistically significant, the new rural cooperative medical system has a negative influence on the rate of farmer outpatients and the out-of pocket expense and a positive impact on expense burden. The results show that the new rural cooperative medical system can lower farmers＇ medical expenses to some degree, but the effect is not obvious. And the medical model of ＂guarding against serious illnesses＂ lacks attention for outpatient service and needs to be perfected in the policy implementation in the future.
