基于生态产权的环境保护模式研究

相对于传统的生态环境保护模式,把生态产权进行量化进而形成企业中的虚拟生态股东是一种日常性的环境保护模式。从生态价值初始化入手,以各个企业的排污量作为衡量各年的生态股东权益,并要求企业定期披露生态股东权益的增减变动情况和专项审计报告,以此作为环保部门进行长期监管的有效方式。

To Study on Environment Protection Mode Based on Ecosystem Property

Making the ecosystem property quantified and being a virtual ecosystem shareholder in an enterprise is a daily protection mode compared to the other traditional protection modes. This paper has the ecosystem value initialized,and computes the annual ecosystem shareholder equity based on every enterprise’s pollution quantity. What’s more,the enterprise is required to expose termly the status of ecosystem shareholder equity changing and its audit report. According to those materials,the department of environment protection makes measures to supervise those enterprises.
