| 摘 要： | 发展权的形成使林农权益保护进入了更高的层次。在对浙江省林农权益状况展开实证调研的基础上,指出林农不能充分获得权益、参与发展并享受发展利益。要通过赋予林农参与权、处分权和收益权保障其有效地参与发展进程,通过提高文化素质和培育主体意识来提升林农的发展能力。
