水资源管理与经济社会的可持续发展

中国是水资源严重短缺的国家,水环境污染、用水效率低、用水浪费和管理水平落后是我国水资源管理中存在的主要问题。发达国家在水资源管理方面已积累一定的经验,值得借鉴和参考。根据经济社会可持续发展要求提出了控制用水总量、优化配置水资源、建设节水型社会、提高用水效率、治理水污染、污水资源化、加速体制创新等水资源管理策略。

Water Resources Management and Sustainable Development of Economic Society

China is a country with severe water shortage. The main problems of the water resources management are water pollution, low efficiency of water using, water waste and behind the management level. Developed countries has accumulated some experience in water resources management, which is worth learning and reference. According to the requirement of economic and social sustainable development, the government put forward some water resources management strategies, such as controlling the water consumption, optimizing the allocation of water resources, construction of water-saving society, improving the efficiency of water using, curbing water pollution, wastewater reusing, accelerating institutional innovation and so on.
