| 摘 要： | 针对我国人多水少，水资源时空分布不均匀，水土资源与社会发展不相匹配的基本水情，提出政府要加强对水权市场的宏观调控，并运用期货期权理论构建我国水权市场。通过建立水权市场，使水作为商品在期货期权市场进行交易，以达到节约用水、转移风险、规避水价波动、促进经济社会发展的目的。

| Abstract: | With regard to the water resources situation in China,the macro regulation and control of water right market should be strengthened.The water right market should be established by use of the theory of futures and option.And thus water will be bargained as a commercial commodity in the futures and option market so as to reach the goal of water saving,risk mitigation and improvement of the sustainable development of economy. |
