| 摘 要： | 通过分析南水北调东线工程的管理体制，发现在契约履行的过程中，存在信息不对称的现象，并由此造成逆向选择和道德风险问题。提出解决问题的方法之一就是建立水资源使用信用机制。建议由政府、市场和法规共同推动建立水资源信用机制、建立适当的水资源使用信用评估指标体系、健全相关法律法规、创建水资源使用信用制度所需的环境，加强信用道德建设。

| Abstract: | Through analysis of the management system for east route of South-to-North Water Transfer Project,it is found that during the implementation of contracts,there exists a phenomenon of information asymmetry,resulting in reverse choice and moral risk.The proposed solution is to establish credit mechanism of water resources utilization.The following suggestions are made: the government, market and laws should improve the establishment of credit mechanism of water resources,the suitable appraisal index system should be formulated,and laws and moral aspect should also be improved,etc. |
