| 摘 要： | 零星危险化学品违法违规运输是造成城市公共安全风险的一个主要动因。作者分析了我国城市零星危险化学品配送现有的运作流程和显著特征,以上海市为例提出了零星危险化学品一体化配送工程框架,并提出了城市零星危险化学品一体化配送的运作机制。提出的零星危险化学品一体化配送体系不但能够满足城市居民对零星危险化学品用户安全、便捷、及时、低成本的配送需求,而且能够降低城市公共安全风险。

| Abstract: | Illegal distribution of the widely scattered hazardous chemicals is a main risk of the city public safety.This paper analyzes the existing operation process and the features of the widely scattered hazardous chemicals＇ distribution.The integrated engineering framework on the widely scattered hazardous chemicals＇ distribution is put forward,taking Shanghai city as an example.The operation mechanism of the integrated engineering is also brought forward at the same time.The new designed integrated engineering will not only meet the citizen＇s safe,convenient,timely and cost-effective distribution needs on the widely scattered hazardous chemicals,but also reduce the risk of city public safety. |
