| Abstract: | Human capital is one of the most pivotal factors which affect regional economy development. This paper analyzes the determinative functions of human capital for Binhai New Area economic development based on human capital theory and new economic growth theory, and then brings forward the idea and countermeasures of Binhai New Area human capital development. |
