行政区划视角下城市空间发展战略研究——以江苏省常州市为例

20世纪80年代中期以来的20多年时间内,常州城市空间的发展轴线出现了根本性转变,一改千年来的沿大运河的东西轴向为南北轴向,而与此同时,近20多年常州经济发展的相对滞缓,导致这种现象的原因很多且复杂,常州行政区划长期的不合理设置状况,显然是制约常州市城市空间发展和经济发展相对落后的一个具有决定性意义的重要因素。本文从行政区划体制的角度,分析了常州城市发展空间发展轴线转变的原因,在通过反思20年来城市空间发展战略得失的基础上,提出常州城市空间发展新战略。

Urban space development strategy research under administrative district angle

In the nearly more than 20 years since the 1980s intermediate stages, the Changzhou’s city spatial development axis appeared the fundamental transformation form the east-west axis along the Grant Canal for the thousand years to the north-south axis. But at the same time, Changzhou economy developed slowly relatively, the causes are very complex, the illogicality establishing-condition for long-term of Changzhou administrative-division is one of the decisive significance reasons to restrict the city spatial development and economical development in Changzhou. This article analyze the reason which the Changzhou urban development spatial development axis transforms form the view angle of administrative division, based on reconsidering the success and failure of the city spatial developmental strategy of Changzhou in the last 20 years, this article puts forward the new city spatial development strategy of this city.
