| 摘 要： | 排污收费是使环境问题外部性内在化的一种有效方法.自庇古始,众多经济学家从不同的角度致力于这一问题的研究.但是,这一制度无论在理论上还是在实践中仍然存在诸多问题,对该制度进行理性思考,并对其在我国的实践作一个系统化的研究,对于落实科学发展观、加强环境保护、构建环境友好型社会具有十分紧迫的理论与现实意义.

| Abstract: | The emission charge is an effective method to internalize the externalized problem of environment. After British Economist Pigou, many economists focus on this issue. However, this system still has many problems in theory and in practice. Rational thinking on this system and the systematic research into its practice in China are of urgently theoretical and practical significance to carrying out scientific development outlook, consolidating environmental protection and constructing environment- friendly society. |
