湖北新型城镇化的金融支持对策研究

新型城镇化是湖北实现中部崛起战略的强大引擎。与传统城镇化相比，新型城镇化需要更多的资金，但基础设施融资单一、金融信贷机制不健全、“土地财政”难以为继、融资渠道不畅等成为制约湖北新型城镇化发展的“瓶颈”。为支持湖北新型城镇化发展，要引导金融机构根据自身的业务特点，积极探索并找准支持新型城镇化建设项目的切入点，开展金融创新，多途径、多角度地支持我省新型城镇化建设，还要加快构建多层次、多形式的农村金融服务组织体系，破解城乡金融“二元化”困境，此外政府须加强公共财政政策支持，建立多元化城镇化建设成本分担机制，并促进建立全省统一的农村产权交易市场体系，政府还要大力发展科技金融，合理引导民间金融发展。

Financial Strategies Study Supports the New Urbanization of Hubei

New urbanization is the strategy of central China＇s Hubei Province powerful engine. Compared with the tradi-tional urbanization, new urbanization need more money, but a single infrastructure financing, financial and credit mechanism is not perfect, ＂land finance＂ unsustainable, such as poor financing as a constraint to the development of new urbanization in Hubei ＂bottleneck＂. To support the development of new urbanization in Hubei, to guide financial institutions according to its own business characteristics, actively explore and identify new urbanization projects to support entry point, financial innovation, multi-channel, multi-angle support for the construction of new urbanization province, but also to accelerate the construction of multi-level, multi-form of rural financial services organization system, crack and rural finance ＂duality＂ dilemma, in addition to the Government to strengthen public financial policy support, to establish a diversified urbanization construction cost-sharing mechanism, and to promote the establishment of full provincial unified system of rural property market, the government should develop technology finance, reasonable guide development of private finance.
