当前农村信用社改革需要注意的几个问题

近年来，农村信用社改革取得了一定成绩，但问题也不客忽视，主要是：部分农村信用社采取变通方式强行迭标，硬指标带来了高水分；省联社过于“强势”，实际上沿袭了原有县联社对乡镇信用社的控制模式；农村信用社法人治理工作进展滞缓，外部股东参与管理的积极性有限；农信社改革和服务“三农”并不完全一致等。这些问题值得警惕，否则将影响“花钱买机制”改革目标的实现。

Some Problems Necessary to Focus on for the Present Rural Credit Cooperative Reformation

Achievements have been made in the reformation of rural credit cooperative in recent years, but existing problems deserve no neglect, which mainly are that some rural credit cooperatives are regarded as complying the standard by accommodation with great exaggeration; provincial cooperative is over strenthened, and facutally following original model with county cooperative controlling country and town credit cooperative; the process fo rural credit cooperative legal governance is being kept too slow with external shareholders＇ activity limited; rural credit cooperative reformation does not completely accord to serving ＂countryside, peasant, and agriculture＂, etc. These problems deserve guarding against, or it will influence the realization of the target ＂money for mechanism＂.
