| 摘 要： | 农村集体建设用地流转在我国各地尤其在大中城市的城乡结合部是一个普遍现象。为了加强对农村集体建设用地的管理,本着“正本清源”的目的,本文从经济、法律、制度和管理等几个方面,对这种自发流转的原因做出分析和探讨。

| Abstract: | In china, automatic conversion of rural collective construction land is at present a common phenomenon,especially on the outskirts of cities. In order to enhance the management of rural collective construction land, the paper makes a deep analysis of the reasons for the spontaneous conversion of the land in terms of economy, law, regulations and administration, drawing a conclusion that the conversion is largely a result of the development of market economy and it is a top priority to build a rural land-market and amend the laws to fit for the demand of the economic development. |
