河北省铁矿资源安全问题与对策

钢铁行业是河北省的支柱产业，其发展紧密依赖于铁矿资源，保障铁矿资源供给安全，对于河北省钢铁行业乃至国民经济健康发展具有重要的战略意义。改革开放以来，河北钢铁行业的增长速度高于同期GDP增长速度3～5个百分点，未来河北钢铁行业仍将保持较快的增长态势，要实现“十一五”的经济增长目标，河北钢铁行业至少要保持年均15％的增长速度。然而，河北省铁矿资源供给潜伏巨大危机，解决这一问题的出路是增加勘查投入、实施“走出去”的战略、进一步调整钢铁产业结构和加强矿业市场管理。

The iron and steel industry is one of the pillar industries in Hebei and its development closely relies on the supply of iron ore resources.So to safeguard the supply security of iron ore resources has an important strategic meaning for the healthy development of the iron and steel industry,as well as the local economy in Hebei province.Since the opening and reform,the growth rate of iron and steel industry has been 3-5 percentages higher than that of GDP in Hebei Province at the corresponding period.In the future,the iron and steel industry in Hebei will still maintain the rapid growing situation.In order to realize the economic growth goal of the 11th five-year plan,Hebei Province's iron and steel industry should at least maintain an average annual growth rate of 15%.However,there do have great potential crises for iron ore resources supply in Hebei.The approach for solving this problem is to increase the prospecting investment of iron ore resources,implement the strategy of going out to overseas for iron ore resources,adjust the iron and steel industrial structure,and strengthen the administration of mining market.
